Dear residents of Fengxian District,

  Setting off fireworks and firecrackers is a longstanding traditional custom in our country. Nevertheless, the extensive and concentrated use of such pyrotechnics can result in air and noise pollution and may potentially trigger fires, leading to personal injuries and economic losses. To adhere more effectively to the regulations on the restriction and prohibition of fireworks and firecrackers, to reduce air pollution, to prevent fire-related incidents, and to promote a culture of civility, we issue the following initiative to all our fellow residents:

  I Observing Laws and Regulations to Ensure Lawful Detonation

  We ask all residents to strictly observe the regulations formulated by the Fengxian District People's Government concerning the detonation of fireworks and firecrackers. Refrain from their detonation in areas and during periods that are expressly forbidden. Resolutely combat any actions that violate laws and regulations, and endeavor to transform the abstention from fireworks and firecrackers into an act of self-awareness. Understand and abide by the categorization and limitations imposed on fireworks and firecrackers, opting exclusively for products that conform to national safety standards.

  II Selecting Locations with Caution to Ensure Safe Distances

  When setting off fireworks and firecrackers, select spacious locations that are distanced from combustible materials and populated areas. Refrain from detonating them in hazardous spots such as hallways, balconies, and rooftops to prevent the fires or personal injuries. Additionally, ensure the absence of high-voltage power lines, flammable gas conduits, or any other potential hazards nearby.

  III Regulating Operational Procedures to Vigilantly Mitigate Risks

  Prior to the detonation of fireworks and firecrackers, carefully read the product instructions to understand the appropriate ignition techniques and safety precautions. After ignition, promptly retreat to a safe distance. While observing, maintain composure and prevent jostling and shoving. Children must detonate fireworks and firecrackers under the watchful eye of adults, and it is strictly prohibited to direct them towards people or animals.

  IV Enhancing Environmental Awareness to Collaboratively Preserve the Green Environment

  Choose eco-friendly fireworks and firecrackers whenever possible to minimize the release of smoke and noxious gases. After detonation, ensure the prompt removal of debris to avoid environmental pollution.   Prior to the discharge of fireworks and firecrackers, adequate emergency preparedness is essential, including familiarizing oneself with nearby firefighting equipment and emergency evacuation routes. In the event of a fire or injury, immediately alert the authorities and initiate preliminary self-rescue actions.
