Securing "Golden 4 Minutes": Fengxian's Rapid Expansion of Public Emergency Network with 400+ AEDs by 2025 - Residential Areas to Be Fully Covered This Year Time:2026-01-28
When cardiac arrest strikes, there is only a 4-minute "golden window" for rescue. Performing cardiopulmonary resuscitation (CPR) and using an automated external defibrillator (AED) can significantly boost survival rates, making AEDs a true lifesaver. To enhance emergency rescue capabilities and improve the success rate of sudden cardiac death rescues, Fengxian District has been pushing forward with Shanghai's three-year AED deployment plan. Last year alone, the district ramped up AED installations in public spaces and rolled out extensive first aid training, aiming to create a wide-reaching, fast-responding public emergency network.
To keep the lifesaving device always ready, Fengxian has set up a "site manager + professional maintenance" system. For example, at Shuyuan Xinyuan Community, if the AED is opened, Xia Chunhua, a site manager and a member of the Party Branch of Tian'ewan Community, gets an instant alert. She will rush to the site to help right away. Besides, a professional team checks the device every two days to make sure it is always working perfectly.
Statistics show that by the end of last year, Fengxian had had 735 AEDs in place across residential areas, primary and secondary schools, medical institutions, government agencies, enterprises, and public institutions, and cultural and entertainment venues. That is 64.50 units per 100,000 people. Alongside, extensive first aid training has been rolled out. In 2025, the district trained and certified 4,650 first aid volunteers - one for every ten people per device.
"This year, we're adding 221 more AEDs, aiming for complete coverage in residential areas. That'll bring our total to 80 units per 100,000 people," said a staff member. "Next, we'll refine our management and offer specialized training to nearby businesses and workers, boosting social rescue skills."
