Cosmetics Exports Nearly Double: “Eleven Measures” Drive Growth for Oriental Beauty Valley Time:2026-03-25
From January to February, Fengxian District’s cosmetics export value hit 306 million yuan, a 48.13% year-on-year increase. Notably, February alone saw exports reach 154 million yuan, surging 97.39%. These impressive figures illustrate the tangible impact of the General Administration of Customs’ “Eleven Measures” supporting the high-quality development of the “Oriental Beauty Valley.” The continuous release of policy dividends is injecting new “beauty momentum” into Shanghai, an international consumption center.
This growth stems from the “Eleven Measures” tailored by the General Administration of Customs for the “Oriental Beauty Valley” last June. The policy introduces targeted support in three key areas: optimizing inspection processes, innovating regulatory models, and enhancing service efficiency. Specifically, enterprises recommended by local governments and included in the “White List” for imported R&D cosmetics can now submit qualification materials via an online platform in a single step, streamlining the approval process.
The acceleration is seen not only in R&D but also in the export process. Fengxian Customs has pioneered the nation’s first remote on-site inspection model for cosmetics. The model operates by allowing remote on-site inspection and sampling operations for import/export cosmetics. Utilizing specialized smart devices, this model allows companies to connect with customs officers via video link. Officers can guide the process remotely, enabling enterprises to complete inspections and sampling online without physical visits.
Statistics show that by the end of last year, remote inspections had been conducted for six export cosmetics enterprises in Fengxian, reducing waiting times by over 220 hours in total. Additionally, optimized sampling policies for small-sized products now cover 50% of export batches. To date, 22 enterprises have been added to the cosmetics “White List.”
Transitioning from “multiple trips” to “data transmission,” and from “lengthy waits” to “efficient clearance,” the “Eleven Measures” leverage institutional innovation to remove bottlenecks in R&D, production, and export. This propels the “Oriental Beauty Valley” from a manufacturing base to a global hub for R&D and innovation. As policy benefits continue to unfold, Fengxian’s “Oriental Beauty Valley” is poised to shine even brighter on the global stage.
