On June 30, 2025, the "Eleven Measures" issued by the General Administration of Customs of China (GACC) to support high-quality development of the cosmetics industry in Shanghai Fengxian's Oriental Beauty Valley were officially implemented. Today, this national first-of-its-kind customs support policy for the cosmetics industry celebrates its one-year anniversary, presenting a remarkable achievement:
Over the past year, Fengxian District recorded a cumulative cosmetics export value of 1.95 billion yuan, marking a significant 34.1% increase year-on-year. This achievement demonstrates the successful transition of the "Eleven Measures" from a blueprint into reality, powerfully boosting the high-quality development of Shanghai's beauty and health sector.
Oriental Beauty Valley is an all-encompassing beauty and health industry ecosystem built by Shanghai's Fengxian District in 2015, covering three core industries: cosmetics, biomedicine, and health food.
Currently, beauty products from Oriental Beauty Valley are exported to over 60 countries and regions worldwide. As a prime example of Shanghai's yearly efforts to enhance its business environment, the "Eleven Measures" have provided a significant uplift to Fengxian's 100-billion-yuan-level cosmetics industry cluster, while establishing a replicable "Shanghai model" for customs nationwide in supporting specialized industrial clusters.
